Charles F. Hardin, Jr., P.E.

Charles F. Hardin, Jr. is the president and co-founder of Southern Engineering & Surveying, Inc. of Rome, Georgia.

Mr. Hardin is a native of Rome and Floyd County. He grew up in this area and attended Floyd County Schools. Upon graduation he also attended both Coosa Valley Technical College and Georgia Highlands College (formerly Floyd College), which are located in Rome. Mr. Hardin has strong ties to his community and takes pride in his service of this area.

Mr. Hardin has over 14 years of experience in design and management of a broad array of engineering projects. Early in his career, Mr. Hardin worked with Associated Engineering Consultants, Inc. in Roswell, Georgia where he worked on many roadway, infrastructure and site development projects in the metro Atlanta area, as well as extensive design along the GA 400 North corridor in the Mansell area. In 1996, Mr. Hardin returned to Floyd County to work as a project engineer on a wide range of municipal and private developments. He has since designed and managed multiple commercial and residential development projects ranging from single retail\office developments to multi-million dollar commercial retail centers. He has also designed large scale residential neighborhood developments and large municipal water and sewer projects. His responsibilities have included site grading and pavement design, stormwater management, hydrologic analysis, erosion & sediment control, sanitary sewer and water system design, Roadway/Highway design and layout. Mr. Hardin has been involved in the design and management of several large scale grading and erosion and sediment control projects which consisted of mass grading of commercial and residential project sites. Mr. Hardin was the design engineer on many recreational and athletic facilities in the area including the Darlington Huffman Center, various Darlington multi-use fields, The Shorter College Ledbetter Baseball Complex, Shorter College football practice field, Shorter College intramural/multi-use fields as well as others.

Kenneth M. Reynolds, R.L.S.

Kenneth M. Reynolds is the vice president and co-founder of Southern Engineering & Surveying, Inc., Rome, Georgia.

Mr. Reynolds is a life-long resident of Chattooga County, Georgia, and has over 20 years of surveying experience involving a wide range of projects.  He is the Vice President and Director of Surveying Services for Southern Engineering & Surveying, Inc. He has extensive experience surveying for transportation related projects.  His experience with these projects includes: preliminary route alignment, drainage surveys, creating cross-sections and profiles, existing and proposed Right of Way alignments, property acquisition determinations, and staking for construction and Right of Way.  His involvement with transportation projects includes: Georgia DOT projects in Chattooga, Walker, Floyd, and Polk Counties. Floyd County road improvement projects include Turner Bend, Old Dalton, Chulio, Huffaker and Chubb Roads.

Pat O’Neal, E.I.T.

Pat O’Neal is the Civil Engineering Project Manager and co-founder of Southern Engineering & Surveying, Inc., in Rome, Georgia.

Mr. O’Neal has over 7 years of experience designing and managing a variety of engineering projects. He has been involved in the design of several roadway projects in Floyd County. He has also designed and managed a variety of municipal, commercial and residential projects. These projects include retail and office developments, industrial developments, large scale residential neighborhood developments and municipal roadway, water and sewer projects. Key Projects

Design Engineer for Huffaker Road improvements Segment 1 for Floyd County. Involved in the design of the horizontal and vertical alignment of the roadway. Also, designed drainage structures and erosion and sediment control structures for the project. Prepared right-of-way acquisition documents for the project.

Designed erosion and sediment control features and drainage structures for the Southeast Rome Bypass Project.

Design Engineer and Project Manager for the Chubb Road improvements. Designed all aspects of the roadway, including horizontal and vertical alignments, drainage design and erosion & sediment control design. Prepared the right-of-way acquisition documents and specifications for the construction of the roadway. Prepared the waterline construction design along the roadway.

Design Engineer and Project Manager for the General Shale Facility along Turners Bend Road in Floyd County, Georgia. Designed site layout and grading for a brick manufacturing facility with multiple buildings at varying elevations. Designed stormwater management system for the site, which included several large brick storage areas and a borrow area.

Mr. Hardin is the Surveying Project Manager and has a total of 17 full-time years in the Land Surveying Profession.  In addition to these 17 years, he worked part-time on a survey crew during his high school and college years.  Mr. Hardin is also a co-founder of Southern Engineering & Surveying, Inc.

Surveying Project Manager

Responsible for taking the raw data from the field and transforming that data into usable information for both the Engineering Department and the Surveying Department.  For the engineers, this means production of planimetric data to include preparation of topographical maps.  For the Survey Department, this means preparation of boundary surveys that meet the minimum technical standards and the State’s Plat Act, and if required, the requirements of the American Land Title Association (ALTA).  These drawings include subdivision plats as well as simple lot surveys.

Survey Coordinator / CADD Technician / Storm Water Manager / Survey Party Chief

Planned and coordinated day-to-day operations for survey crews.  Prepared boundary surveys, topographic maps, and planimetric information.  Solely responsible for the property resolution on two major Georgia Department of Transportation projects consisting of approximately 5 miles each as well as several small road-widening projects.  This tasks included in-depth deed and plat research and property line calculation and delineation.  Also performed duties as the firm’s storm water manager which duties included conducting daily, weekly, monthly, and post-rainfall inspection of worksites, preparation of Notices of Intent, preparation of all reports required by the Georgia Environmental Protection Division, and preparation of all Notices of Termination.  Performed turbidity tests on storm water to ascertain the amount of silt in the water.  Was solely responsible for the resolution of all Global Positioning System (GPS) data from the field so as to provide the firm with horizontal data tied to the State Plane Coordinate System and vertical data tied to Mean Sea Level.  Also worked on survey crew beginning as an instrument man and then as a Survey Party Chief.

Served on active duty with the United States Army in various locations.  Supervised soldiers as Company Master Gunner and then as Company First Sergeant in a Tank Company as part of a Tank Battalion.  Performed administrative duties in maintaining soldier’s files to include personnel, health, and financial records.  Performed duties as Battalion Master Gunner in a Tank Battalion on two different assignment, one of which was during Operation Desert Shield / Storm.  Graduated from the Armor Noncommissioned Officer’s Advance Course, Basic Course, and Primary Leadership Development Course.  Graduated from the Master Gunner Course for the M60A1 Tank, then attended and graduated from the Master Gunner Transition Course for the M60A3 Tank and subsequently the M1A1 Abrams Main Battle Tank.  Attended and completed various courses and schools on different types of simulation equipment and computer technology.  Attended and completed several safety courses as required by the Occupational Health and Safety Administration (OSHA) and the U.S. Army Combat Readiness / Safety Center, Fort Rucker, Alabama.
