Charles F. Hardin, Jr., P.E.

Charles F. (Chuck) Hardin, Jr. is the president and co-founder of Southern Engineering & Surveying, Inc. of Rome, Georgia.

Mr. Hardin is a native of Rome and Floyd County, Georgia. He grew up in this area and attended Floyd County Schools. Upon graduation he also attended both Coosa Valley Technical College and Georgia Highlands College (formerly Floyd College), which are located in Rome. Mr. Hardin has strong ties to his community and takes pride in his service of this area.

Mr. Hardin has over 20 years of experience in design and management of a broad array of engineering projects. Early in his career, Mr. Hardin worked with Associated Engineering Consultants, Inc. in Roswell, Georgia where he worked on many roadway, infrastructure and site development projects in the metro Atlanta area, as well as extensive design along the GA 400 North corridor in the Mansell area. In 1996, Mr. Hardin returned to Floyd County to work as a project engineer on a wide range of municipal and private developments in the Northwest Georgia area. He has since designed and managed multiple commercial and residential development projects ranging from single retail\office developments to multi-million dollar commercial retail centers. He has also designed large scale residential neighborhood developments and large municipal water and sewer projects. His responsibilities have included site grading and pavement design, stormwater management, hydrologic analysis, erosion & sediment control, sanitary sewer and water system design, Roadway/Highway design and layout. Mr. Hardin has been involved in the design and management of several large scale grading and erosion and sediment control projects which consisted of mass grading of commercial and residential project sites. Mr. Hardin has also been involved in the drainage, hydrology and hydraulic design of many roadway and infrastructure projects throughout the Northwest Georgia area.

Kenneth M. Reynolds, R.L.S.

Kenneth M. (Ken) Reynolds is the vice president and co-founder of Southern Engineering & Surveying, Inc.,  in Rome, Georgia.

Mr. Reynolds is a life-long resident of Chattooga County, Georgia.  Upon graduation from Chattooga High School, he attended Georgia Highlands College in Rome, Georgia.  Mr. Reynolds takes pride in the fact that he has worked on numerous projects throughout the Northwest Georgia area. 

Mr. Reynolds has over 31 years of surveying experience involving a wide range of projects. He is the Director of Surveying Services for Southern Engineering & Surveying, Inc.   Prior to his affiliation with Southern Engineering and Surveying, inc., he worked for a small firm specializing in residential surveying and worked for construction firms and specialized in staking services for large construction projects.  Prior experience also includes numerous years with a firm that offered civil engineering and land surveying services.  Mr. Reynolds has worked on numerous engineering projects including topographic mapping and route surveys for roadways, utilities, and construction projects, including preliminary route alignment, as well as stakeout services. He also has vast experience with residential and commercial boundary surveys, including ALTA surveys and subdivisions.

Danny P. O’Neal, E.I.T.

Pat O’Neal is a project manager and cofounder of Southern Engineering & Surveying, Inc., in Rome, Georgia.

Mr. O’Neal has over 13 years of experience designing and managing a variety of engineering projects. He has been involved in the design of several roadway projects. He has also designed and managed a variety of municipal, commercial and residential projects. These projects include retail and office developments, industrial developments, large scale residential neighborhood developments and municipal roadway, water and sewer projects. Thomas R. Hardin

Thomas R. (Randy) Hardin is the Surveying Project Manager and is a co-founder of Southern Engineering and Surveying, Inc.  He  has a total of 24 full-time years in the Land Surveying Profession.  In addition to these 24 years, he worked part-time on a survey crew during his high school and college years.

Mr. Hardin is a native of Rome and Floyd County.  He grew up in this area and attended Coosa High School.  Upon graduation, he attended Coosa Valley Technical College (now Georgia Northwestern Technical College) in the Drafting and Design Technology Program.  After working at a land surveying company for 8 years, Mr. Hardin entered active duty with the United States Army, retiring in October 2000.

Mr. Hardin began his career in the land surveying profession after graduating from Coosa Valley Technical College.  He worked for Horne Associates, Inc., a land surveying firm in Rome, Georgia, until 1979.  While employed by Horne Associates, he worked in every position on a survey crew.  He was eventually promoted to senior draftsman and office manager with the associated responsibilities.  Mr. Hardin left Horne Associates to enter active duty in the United States Army where he served until October 2000.  Upon his retirement from active duty, Mr. Hardin was subsequently employed by Williams, Sweitzer and Barnum, Inc., Engineer and Surveyors, in Rome, Georgia.

Mr. Hardin has a varied array of skills in the land surveying profession.  He has supervised and coordinated the day-to-day activities of field crews.  He has the expertise to produce boundary surveys, topographic surveys, American Land Title Association (ALTA) surveys, and planimetric drawings, to include the calculations necessary for each.  In his years in the surveying field, he has moved from the pen and ink mode to computer-assisted drawing.  While working for Williams, Sweitzer & Barnum, Inc., Mr. Hardin was solely responsible for the property resolution on two separate Georgia Department of Transportation projects, each project consisting of approximately 5 miles.  These tasks included in-depth deed and plat research and property line calculation and delineation and the preparation of right-of-way deeds for property acquisition.  Mr. Hardin has also performed the same tasks on several other road-widening projects in Rome and Floyd County.  Also, Mr. Hardin has performed the duties as Storm Water Manager conducting daily, weekly, monthly, and post-rainfall inspections as well as all the associated reports to include Notices of Intent and Notices of Termination.  While on active duty with the United States Army, Mr. Hardin attended several safety courses mandated by the Occupational Safety and Health Administration (OSHA).
